   For entrance to Montenegro visa is not required if:
  
- Entrance is carried out through the international airports in Podgorica, Tivat and Chilipe (Croatia)
  
- Through overland borders - Debeli Bereg(Croatia)
  
- Vilusi from Bosnia and Hercegovina
  
- Bozhaj - from Albania
  
- Through sea borders in Bar, Kotor, Budva and Zeleniki

Citizens of Andorra, Australia, Israel, the Republic of Iceland, Canada, the Republic of Korea, Liechtenstein, the Principality of Monaco, the Kingdom of Norway, New Zealand, the Republic of San Marino, the Republic of Singapore, the United States of America, the Swiss Confederation, representatives of Vatican City, the Republic of Austria, the Kingdom of Belgium, the Republic of Greece, the Kingdom of Denmark, the Republic of Estonia, the Republic of Italy, the Republic of Ireland, the Republic of Cyprus, the Republic of Lithuania, the Republic of Latvia, the Grand Duchy of Luxembourg, the Republic of Malta, the Republic of Hungary, the Federal republic of Germany, the Republic of Poland, the Republic of Portugal, the Republic of Slovakia, the Republic of Slovenia, the Republic of Finland, the Republic of France, the Kingdom of Holland, the Czech Republic, the Kingdom of Spain, the Kingdom of Sweden and the United Kingdom of Great Britain and Northern Ireland, Bosnia and Herzegovina, the Republic of Macedonia and the Republic of Croatia have the right to enter and stay in Montenegro within 90 days, and also to TWOV (transition without visa) in the territory of Montenegro on the basis of the valid passport.
  
Citizens of the Republic of Albania, the Russian Federation, the Republic of Ukraine and Belarus have the right to enter and stay in Montenegro for the purpose of tourist visit with a group or as individual on the basis of the valid international passport without a visa within 30 days.
  
Citizens of the Republic of Serbia have a right to enter and stay in the territory of Montenegro similar to citizens of Montenegro (on the basis of the identification card or the passport).
  
Owners of passports of the United Nations (UN) or its units have the right to enter and stay in Montenegro within 90 days, and also to TWOV (transition without visa) in the territory of Montenegro on the basis of the valid passport.
  
Members of the Knights Hospitaller have the right to enter and stay in Montenegro within 90 days, and also to TWOV (transition without visa) in the territory of Montenegro on the basis of the valid passport.
  
Owners of the special passport confirming the status of the refugee, which was published by the state, signed the Geneva conventions relating to the status of refugees of 1951 have the right to enter and stay in Montenegro within 90 days, granting a visa in or the permission for residence. Persons without citizenship, who has corresponding documents given out by the state, signed the Geneva conventions relating to the legal status of persons without citizenship of 1954, and allowing documents on departure, have the right to enter and stay in Montenegro within 90 days, granting a visa in or the permission for residence.
  
On the basis of successive bilateral agreement about cancellation of visas owners of diplomatic passports or the persons who are in territory of Montenegro on business have the right to enter and stay in Montenegro according to the agreement conditions.
  
Citizens of the Republic of Albania, the Russian Federation, the Republic of Turkey, the Republic of Ukraine and Belarus having allowing documents on residing in the EU countries, member - countries of the Schengen agreement and the Swiss confederation, have the right to TWOV (transition without visa) in the territory of Montenegro within 5 days from the moment of crossing of the Montenegro border.
  
Owners of valid diplomatic, office or personal passport, accredited according to the effective Diplomatic protocol of the Ministry for Foreign Affairs of Serbia and Montenegro or the Ministry for Foreign Affairs of the Republic of Montenegro, and also the person who have a stamp of the Ministry for Foreign Affairs of Serbia and Montenegro in their passports, or owners of special certificates, have the right to enter in Montenegro without a visa.
  
The visas issued by diplomatic and consulates representatives of Serbia and Montenegro are valid till the moment of the expiry of the term on which they were given out.
